Councilmember Collins is currently serving her third term on the Detroit City Counsel, having served from 1982 to 1990. While on the Detroit City Council, she served as Chairperson of the Task Force on Litter and Clean-Up Detroit, the Task Force on Teenage Violence and Juvenile Crime, and was a member of New Detroit's Minority Business Committee. Prior to state redistricting, Councilmember Collins represented the 13th Congressional District of Michigan in the U.S. House of Representatives January 1991-1992 and the 15th Congressional District 1992-1996. During her terms in the U.S. House, she was appointed Majority Whip-At-Large for the 103rd Congress, served as Chairperson of the House Standing Committee on Urban Affairs, founding member and Chair of the Michigan Legislative Black Caucus and Vice Chair of the Michigan Democratic Caucus as well as the Public Health Committee. Ms. Collins created the Caucus for Family, Youth and Children and was a member of several Congressional organizations. She attended Wayne State University, majoring in Anthropology and Political Science.
