Bailer has been executive director of City Year Detroit since 2001 and is responsible for the operation of the state's largest AmeriCorps program, providing tutoring and after school program services to thousands of school children. Prior to that, she served as Executive Director, Michigan Metro Girl Scout Council in Detroit and Director of Volunteers, Harper Hospital. Prior to 1970, she held positions with the Community Redevelopment Agency of the City of Los Angeles, the U.S. Air Force Civilian Personnel Office, and the U.S. Department of Housing and Urban Development. Bailer has an MBA from the Advanced Management Program at Michigan State University and a BFA in Music/Piano Performance from the University of Georgia. She currently serves on the boards of directors for the following non-profit organizations: New Detroit, Inc.; Mayor Kilpatrick's Task Group - Project Safe Neighborhoods; Communities in Schools; Lawrence P. Doss Scholarship Foundation; College of Education, Wayne State University; Council on Schools of the 21st Century (Annenberg Challenge); Metro Detroit's Promise - The Alliance for Children; Plowshares Theater; and College Bound Kids. She is a member of the Detroit Athletic Club, Life Member of NAACP, Emily's List, Museum of African American History, National Organization for Women, Michigan Women's Campaign Fund, and Children's International Summer Villages, Inc.
